In 1896, Theodor Herzl wrote the book "The Jewish State". He was one of the founders of the World Zionist Organization in 1897 and one of the organizers of the founding congress of the organization held in Basel, Switzerland. In his speech to Congress, he said, "At Basel, I founded the Jewish State. If I said this out loud today, l would be greeted by universal laughter. In five years perhaps, and certainly in fifty years, everyone will perceive it". 52 years after the Congress, Israel declared its independence.
In his book, Theodore Herzl outlines his proposals for establishing the state of Israel, including the division of labor and settlement rules. Also, he included his ideas about state bodies and laws in this book.
